It's the story of the nationalization of Mr Fabre's windmill, an old French man of Polish descent connected to the land in Algeria where he was born. In this small town in East Algeria, there was nothing else to nationalize and people are actively getting ready for the senior officials who will come to raise the windmill to the rank of an industrial flour mill even though it is supposed to collapse soon. The comedy spices up when the local team's soccer player forfeits because of love, the officials' visit is canceled and Mr Fabre comes back.
